Over Morgen was asked by the municipality of Zoetermeer to provide a detailed financial plan to help them determine their fees for public charging in conformity with the market and based on a cost neutral operation.

For the municipality of Zoetermeer, Over Morgen has investigated all possible options for a budget-neutral exploitation of their public charging network. It is necessary to gain detailed insight in all possible developments that may have an impact on the charging network and how these can influence its exploitation. The result is a charging fee in conformity with the market, which allows for a budget-neutral exploitation while also boosting the integration of electric transportation.
As for most questions related to electric transport, Over Morgen starts with a comprehensive analysis of different social and economic factors to gain better insight in the possible future developments of the electric vehicle market within the municipality. We use a data-driven model that makes detailed projections for the development of electric driving. In order to have a better picture of the current usage and possible optimizations, we carried out several analyses of the network charging data. This provides us and our clients with a clear future perspective and a solid basis for further developments.
Networks of charging points are an investment in our future. With ownership of electric cars growing, the efficiency of charging network usage increases and the underlying business case improves. The development of a network of charging stations requires large investments that must pay off through the acquisition of new users.
To appropriately channel these investments, we have to focus on three important factors:
- The final locations of the charging infrastructure. With a timely selection of the charging locations, we can focus on different important aspects. We examine the connection of the charging points within the network, how central the location is for the prospective user groups and the possibilities for double use in specific locations;
- The contracts for management and maintenance of the charging stations, the energy supply and the fitting and hosting of the charging infrastructure;
- The charging fee paid by the users of the public charging network.
In cooperation with the municipality of Zoetermeer, we have elaborated a promising exploitation strategy that makes the public charging network future-ready. This strategy allows them to boost the integration of electric transport at maximum levels and at the same time exploit the charging network in a budget-neutral way.
